Take heed what you hear and how you hear. Actions, decisions and assigned responsibilities are based on what and how you hear.

Establish
Confirm with evidence that it is the speaking of God.

Do not quench the Spirit. Do not treat prophecies with contempt but test them all; hold on to what is good, reject every kind of evil.

Arrange
Have the correct sequence of the Word of God.

Release
Rehearse, recite, declare the speaking of God for realization.

You will also declare a thing, And it will be established for you; So light will shine on your ways.

Not all things you hear are to be said everywhere.

Integrate 
Incorporate other words spoken by God on the same matter.
Words are not spoken in isolation.
You cannot violate one command in breaking another.

Note
Monitor the fulfillment of the word.

Then those who feared the Lord talked with each other, and the Lord listened and heard. A scroll of remembrance was written in his presence concerning those who feared the Lord and honored his name.

Embed and live out the word. Become the prophecy.

Prophecy is determining status and action.
